PROFITABLE RECYCLING

A RESOLUTION OF THE UTAH
INTERCOLLEGIATE ASSEMBLY TO THE UTAH STATE BOARD OF REGENTS AND THE UTAH STATE LEGISLATURE
ASKING THAT ALL NECESSARY CAPITAL EXPENDITURES, PUBLICITY FUNDING, AND POLITICAL SUPPORT
BE PROVIDED TO COLLEGE AND UNIVERSITY INSTITUTIONS IN THE STATE OF UTAH SUCH THAT A
PROFITABLE RECYCLING PROGRAM (INCLUDING, FOR EXAMPLE, THE REMEDIATION OF CARDBOARD,
ALUMINUM, OFFICE PAPER, NEWSPAPER, COMPOSTABLE WASTES, ETC.) CAN BE IMMEDIATELY
IMPLEMENTED.
WHEREAS, the state of
Utah sends a higher percentage of recyclable material to municipal landfills than almost
every other state in the nation, and;
WHEREAS, landfill
"tipping" fees are rising and will continue to rise, constituting an enormous
public expenditure, and;
WHEREAS, USU and BYU
avoid 40-60% of these costs by recycling, and;
WHEREAS, a profitable
recycling program is possible on any Utah campus given the proper capital, publicity, and
political support, and;
WHEREAS, these
profitable recycling programs will have no net effect on the state budget,
THEREFORE, BE IT RESOLVED
by the Utah Intercollegiate Assembly that all Utah colleges and universities implement
profitable recycling programs made possible by monetary and political support from the
Board of Regents and the State Legislature,
THEREFORE, BE IT FURTHER
RESOLVED, that all profits resulting from these programs be paid directly to the
State of Utah until the initial state monetary investment in these programs is completely
paid off,
THEREFORE BE IT FURTHER
RESOLVED that each university and college develop a program that will allow their
portion of the state investment to be paid off within 20 years,
THEREFORE BE IT FURTHER
RESOLVED that at the end of the 20 years the each school be responsible to pay
immediately the remaining portion, if any, of their debt to the State. |
